Dermatitis: If you are talking about the face it is possibly acne. A photo would be helpful.

External: causes such as soap and minerals in water can put deposits on the skin. Trying a different wash. Distilled water can be gotten very inexpensively here. With the addition of slight bit of lemon juice won't have the same composition. Then different soaps, just to see what is occurring.
