Colgate sells a toothbrush that has a soft seal on the back which is easy to break when they put it on the shelfs. is this toothbrush safe to use?

Safe?: If you are afraid of malicious tampering, the only way to be certain is to get one with an unbroken seal. The odds of anyone causing harm intentionally via this pathway has to be pretty small but there are no guarantees if the seal is broken.

Safety: For any product, if the seal is broken do not buy it. Report this to the store manager.

ADA Seal Products: Use only an officially approved toothbrush designed to prevent plaque and tartar build up. Do not forget to brush your teeth two times a day with an ADA - recognised toothpaste that has fluoride.

Safety: For safety's sake never purchase a product if the package integrity has been compromised. Chance of tampering extremely low, but present item with broken packaging to store staff. They will want to remove it from sale.
