I have a clear, circular, and callus like bump near the tip of my right ring finger. it's painful when pressure is applied. i use this finger to pluck the strings when i play my bass guitar and have been for over a year now and this has never happened to

Corn: Repetitive trauma to the finger has likely caused, what you correctly described as callus. First you need to stop the trauma, see if you can use a "pick" rather than finger, and use over the counter local treatment for corns/calluses.
