Probably not, but: An intermittent cramping pain in the testicles that lasts only a few seconds is less likely to represent anything significant. Most significant causes for testicular pain will cause persistent pain. Intermittent Testicular Torsion can occasionally occur but the pain would be much more severe and would not be fleeting. But if the problem persists see your physician to be on the safe side.
