Rash: Likely due to insect bites or contact derm, any other exposed areas with similar rash. Any history of similar rash. Any others in family with similar rash. Would recommend eval by peds.

Chigger bites?: It is difficult to say without seeing a picture, but chiggers can cause a blistery rash on a red base.
