Prolapsed rectum: To some extent yes it could be differentiated with inspection and examination.

Yes: A prolapsed rectum wil show concentric rings which are the mucosa, or inner lining, of the rectum. Hemorrhoids are a triangle or star shape and are basically bulging veins. The trained eye can easily distinguish these. See your doctor
