Both sides? rash?: Without seeing you it is impossible to say. If it has been going on for 3 weeks and you can't stand it, time to see someone. Meanwhile, stop using all products on your face, except maybe Cetaphil lotion, and look carefully at any medications you're taking to see if this is a side effect. If rash, one sided, possibly shingles.
