Nasal congestion: could cause more trouble inhaling but then be less difficult to exhale because you can do that through your mouth. Could also account for phlegm. Try a nasal decongestant when this happens, and several times a day just use plain nasal spray to keep the phlegm and mucous thin and easy to get rid of. Drink lots of water also.
