Most likely yes.: It's hard to be definitive with out seeing it, but your diagnosis sounds likely. If the area is red and itchy, it most likely is tinea cruris (jock itch). Treatment would include keeping the area clean and dry, and applying topical antifungal such as Miconazole, Ketaconazole or Clotrimazole.
