Interesting: That is an unusual situation. The belly button can accumulate debris/sweat and may have developed an irritation. There are some oily glands there. Clean well with mild soap/water. If redness apply a little bit of neosporin with a qtip. if not better in AM or worsens rapidly see MD to make sure not an infection. If you have a piercing nearby may be having reaction to nickel in metal.

Omphalitis: People with a deep navel + hair on abdomen, usually related to persistence of the fetal urachus, may get hairs trapped in the navel. The hairs have tiny barbs which cause them to penetrate deep into the skin inside the navel. This is very irritating (pilonodal abscess) and gets progressively worse until recognized.
