Why would a healthy 24 year old male have an oxygen level of 70%? he does not smoke but does have asthma.

Not possible: If the oxygen level in at 70% (whether pO2 or O2 sat), the person cannot be healthy. Perhaps the problem is with the instrument measuring it.
