Time to see doctor: "Hard to breathe" and "chest pain" mean it is an emergency. One can call 911 for an ambulance, and not try to drive to the ER. The ambulance can provide oxygen and monitoring on the way to the ER. The doctors will rule out asthma, heart attack, pneumothorax (collapsed lung), etc. If it turns out to be rib cartilage pains (costochondritis) or heartburn (gastric reflux), that can be treated too.
