Probablyoverreacting: There is always a possibility of acquiring a minor viral illness from public surfaces, which is why it is a good idea to wash your hands regularly (after using the toilet, before, eating, etc). The substance splashing on you from a paper towel dispenser was probably water from someone who had just washed their hands. So, the risk is probably very low.
