Doubt bed bugs: "Raised dry patches" doesn't suggest bug bites, and bed bugs would not limit their meals to your buttock area, more likely itchy red bumps in several locations. Sounds like some other kind of dermatitis. Not enough information to even guess at the cause, but your race or skin color almost certainly has nothing to do with it. See a doctor, preferably a dermatologist. Good luck!
