3-6 months: A fusion is going to take about 10-12 weeks to take. I expect you will be in a cervical collar for 4-6 weeks alone. If you have weakness in your arm from the compression this will take twice as long to recover. Example is peyton manning and how long took him to return to play with trainers working with him daily. Golf probably fine in 3 months w chipping and putting and gradual advancement.
