Needs evaluation: itchiness suggests allergic reaction, and the most itchy would be a reaction to scabies, which can be quite prominent in young kids. Alternatively would be a contact allergy to a chemical in his shoes or dyshydrotic eczema. Until he can be seen, cool compresses and an oral antihistamine like Benadryl (diphenhydramine) may calm the itch
