Sounds like it: You may some variant of eczema, affecting lips, or other condition causing dry skin including lips called xerosis. The treatment in most cases is moisturizers and not getting your lips get too dry. If the problem persists, let your primary physician examine it and make a referral to. Dermatologist if indicated. Feel good
