Oral treatment: You have tried creams - consider talking to your MD about oral medication. Acne is triggered by hormones - some women respond to Spironolactone to help. If it flares during your periods try motrin three times a day two days before your cycle to reduce the flare up. Also ask your doctor about Minocycline - a low dose antibiotic for acne. If the acne is scarring badly consult a DERMATOLOGIST

Come up with plan: Unfortunately for some, acne is not just a transitional problem of the teen years.Some will face recurrent issues until their 40's. Work out a plan with your doc or a dermatologist and plan to keep it in effect for as long as needed.If your skin is one of the persistent group, there is no simple cure that will stop it.
