Nonallergic rhinitis: First allergic rhinitis needs to be ruled out, if true non allergic rhinitis, you need still to avoid triggers of your symptoms, do the saline nasal washes regularly and take your medicines as prescribed, see an ENT/allergist for better evaluation, check aaaai.org or acaai.org for an allergist in your area, good luck

Depends: There are rhinitis related to vasomotor instability, pregnancy, abnormal thyroid function and thus there is no one single answer. For vasomotor rhinitis, the usual nasal steroid may possibly be helpful (although I am not convinced yet) but a nasal antihistamine spray may work better. You can often control the symptoms but getting rid of it will require a nose transplant :)
