Rabies transmission: Rabies transmission usually happens from bite by the rabid animal, not usually by scratch.

Ask if the dog has had his vaccinations. If covered for rabies you should be ok. I am not aware of a safe signal that a dog wants to be petted.

Especially a wild dog. Ask local public health department as they can tell you the risk because they know the local data. Avoid wild dogs.
