Unrelated?: It could be incidental in that you just happened to have a rash at the same place where the blood was drawn, but it could be possible you're having a topical allergic reaction to something in that area on your arm... it could be tape if they applied it? Consider trying benadryl (diphenhydramine) 25mg for the itching and if it does not improve in the next few days, see your primary doctor.

Allergy to adhesive: Next time ask them to omit the bandage. They can hold your arm up high with a straight elbow and holding pressure on it for 5 minutes. Or they can use plain gauze with a snug wrap around it but no adhesive tape. ALWAYS AVOID ANY "MEDICATED" BANDAID.
