Unlikely: This is likely due to a local cause such as an ingrown hair or cyst. Next time it occurs have it examined by your doctor to help with the diagnosis and treatment.

Recurrent skin bump: Any thing in your blood would be more generalized and occur over a larger surface. This recurrent bump may be an inclusion cyst or ingrown hair or blocked pore. If it is tender, or fluctuant it may need to be drained or surgically removed. I recommend seeing a dermatologist when the bump is present.
