No: Hydroxzine loses its effect after some time due to tolerance, so you will need to increase the dose, and unlikely it will control the symptoms, you seem to have chronic urticaria for whatever reason or no reason, there are many drugs out there to control your symptoms, you need an allergist/dermatologist evaluation and follow up, check aaaai.org or acaai.org for an allergist in your area, good luc
