Hopefully yes: If we were just to recycle clean new paper, that would be a huge waste, because the clean new paper should be used at least one time prior to recycling (reuse, reduce, recycle!). Recycling paper means turning it into pulp, and then recreating paper products again. Surely, recycling plants reject stuff with poor quality paper fibers, but probably don't care about much about dirt stains.
