Can a chronic discomfort on upper lip, nose be trigeminal neuralgia? the pain is barely noticeable, just mild. no paroxysmal stabbing pain at all.

Neuralgia : Neuralgia means nerve pain, so you have that but you do not sound like you have the syndrome of trigeminal neuralgia, which is a diffuse unilateral neuralgia of the entire 5th cranial nerve that originates at the brainstem, usually due to vascular compression syndrome.
