Is it true that there is blood flow issues with the scrotum if it has constant motion in response to feelings and emotions?

Not true: This has nothing to do with blood flow, but instead with the involuntary muscles in the spermatic cord and scrotum, relaxing and tightening. (These are same muscles that retract your testicles high into the scrotum when cold and relax so they hang low in hot weather.)
