Yes: Using progesterone to induce a menstrual period can help but remember, it is when you stop progesterone that withdrawal bleeding usually occurs. During a cycle where ovulation does not occur, low progesterone levels may delay periods. This is the reason for adding supplemental progesterone. Stopping the progesterone is what induces bleeding, however.
