No: Tight muscles may occur in association with variety of conditions including stress. The tight neck muscles are not usually associated with stinging eye pain.

Pretty unlikely: Stress-related discomfort around the eyes is usually described as pressure, not stinging. You may want to see an eye doctor to make sure!
