Risks?: As long as you are otherwise feeling well and have not a backdrop of highly risky behaviors (steroid use, HIV exposure, etc.) your GP is probably correct. If they are small and circumscribed, biopsy would seem to add little info. But continued skin inspection for changes is a good habit to keep.
