Treat the cause : keep him away from puppy and swollen eyes will get better. You can keep puppy outdoors if that is samina naqshbandi option. Otherwise you can try keeping indoors but not in bedroom nor have direct contact. This may suffice at least for the near future

Mgt: I would suggest gently rinsing your child's with saline solution. An over the counter anti histamine may help to control the symptoms. If he worsens, please check with your PCP. Avoiding close contact with the puppy will help to avoid the symptoms.
