Not herpes: Herpes doesn't behave at all like this; herpes lesions do not have pus and blood. And pimples are quite common on the penis. Herpes lesions tend to be quite superficial, whereas pimples are deeper. Think of herpes blisters as being on the surface (they start in the outermost laters of skin), whereas pimples develop "in" the skin. And most herpes outbreaks have multiple lesions, not a just one.
