In many States: there are requirements for Tattoo Parlors to use disposable needles. In any case if you are concerned its unlikely that you have HIV (more likely Hepatitis B /C) and all of these disorders can be diagnosed with BLOOD TESTS which your Primary Care Provider can order! Just asking for education purposes for myself and others. As tattoo needles are not hollow, and are exposed to air at the end and middle. And pushes in ink rather than pulling blood. Does HIV die out on the needles after a couple minutes as well?
