Needs exam: Bumps on lip could be herpes or other infection. Some may not hurt initially and require different treatment, which can be offered with a definite diagnosis after an exam. You can also send a picture.

Maybe herpes: Herpes recurrences look like a small group of tiny bumps, in a cluster, that break open and then crust over before healing. Treatment is available, depending on how bad the recurrences are, how often they happen, and whether or not the patient wants to use medications. A doctor's exam can tell what the blisters are, or one can try a virtual consultation such as HealthTap PRIME.

Could be a cold sore: The rash could be a cold sore/fever blister, which is due to a herpes virus. If it is tingly and painful then that is a probability. You could also have a reaction to something that touched your skin there. Contact dermatitis can cause a rash and is due to an allergic reaction to something. Lastly, it could be a bacterial infection. If it does not seem to be resolving then have someone examine it.

Lip lesion: Sounds like a cold sore. I would ask a doctor help, it may be contagious so you should avoid oral contact with other people.
