Yes: Women can get pregnant at any time during the cycle immediately before, during or after ovulation. The change in discharge generally represents a point in the cycle but it is not necessarily a predictor of fertility. Do not rely on just discharge to either prevent or plan a pregnancy since this can be very inaccurate. If you are trying to prevent pregnancy, get on an appropriate contraception

Yes, you can!: You are at your most fertile midway between periods when cervical mucous is thick and stringy, you could say "sticky". Color makes no difference. You are 17. Really want a baby? HIV? Another venerable disease? Please use condoms until you are ready for motherhood and know your partner very well.
