That is not true: In the U.S., there are several ingredients commonly used in today's sunscreens. If the sunscreen protects against both UVA and UVB ultraviolet radiation from the sunlight, then it does work. One can get an idea of how well it works by looking at the SPF number (for example, SPF 8, SPF 15, SPF 30). However, a person may see little difference in effect among high SPF's (SPF 40 is similar to 60).
