can your blood pressure become low enough to cause brain damage without making you faint?

In shock , yes: but normal conditions active people with low blood pressure will not damage the brain , don't worry if you are a 21 yr active guy with no other medical problems.

Not likely: You would expect that for blood pressure to fall enough to cause brain damage, it should effect consciousness.
