Sensation: I doubt that you are having seizures as there are no other characteristics associated with the vibration sensations. These may be irritable superficial nerves in the scalp rather than anything related to the brain. A neurologist is best qualified to evaluate you if these symptoms persist.

Nah. no mini-seizure: I'm not sure what a mini-seizure is supposed to represent but it's not a vibratory sense in the head. Certainly wouldn't be a bad idea to have a neurologist take a look at you and review your symptoms with you to look at the possibilities. You may benefit from some testing.
