My brother may have bedbugs abroad right now. he is having all of his clothes and bags washed but does he need to get a tetanus shot? thanks!

Tetanus has nothing: to do with bedbugs, so no need for tetanus because of that. He should still make sure he's up to date on his tetanus vaccine in general (within 10 years).
