Hard to know: Usually a description such as this turns out to be hives or a form of eczema involving small itchy blisters. Diagnosis depends on appearance (so take a photo if you plan to discuss with a doctor and fear they may be gone by that time) and other distinguishing characteristics. Antihistamines may help with the itch in either case, but confirming the diagnosis will be key for best long term solution
