Concerning: For diabetic individuals, any infection of the foot needs to be followed closely because there is a propensity for infection of the bone that is not easily treated with standard antibiotics. Need to have this evaluated by the doctor again.

May be fungal: in nature. It is not clear as to what he had but is important for his doctor or a podiatrist to see him. Depends on what his circulation is like to see if his cut will heal. The diabetes makes it more difficult but does he have neuropathy. He needs to see someone not just have something call in.

See a DR: "Rashes" could be anything. Why the antibiotics? Very few rashes call for antibiotic therapy. There are hundreds of different rashes.

Would be : Asker if saw picture. He must be seeing someone who takes care of diabetic feet...this is important... You say rash, I don't know without seeing if this is a rash, a cellulitis, an infection, a draining wound etc etc if there is no improvement I would consider hospital admission.
