Most: Most walk-in clinics, urgent care, student health centers and community clinics can do exams for BV. Emergency rooms are the most expensive an least good choice for this kind of thing. good wishes.

Depends: Many clinics like planned parenthood or similar centers are set up to address these simple women's health issues. Drop in "episodic care " clinics located in strip malls or similar settings may not. A simple way to know is to call ahead and ask.
