The difference between dry or chapped hands and an allergic reaction?

Deffinate differenc: Dry hands ie not very oily happens in winter, or if you keep on washing hands, or naturally dry skin like in atopic people whole skin is naturally dry, now if u donot care for it it will crack ( chapped) and very inflamed, allergic reaction like wheal and little bumps ( like hives) have h/o something causing it.
