How much does a navel piercing hurt for a person with a low pain tolerance?

Don't do it: For many reasons, i advise you not to do it, beside the pain of having it, taking care of your piercing and preventing from getting infected is another issue you need to think about. If it gets infected, the pain is much worse.

Piercings: The pain from navel piercing is brief - but, if the jewelry from naval piercing rubs against clothes or snags on material - that can be the gift that keeps on giving. Infection or other complications may also be causes of pain.
