Needs treatment: Best to go to a TB clinic for consultation but if PPD is positive and cxray and exam normal, then needs 6-9 months of INH. I think what you are asking with someone from abroad, if they had BCG then they may have a false positive mantoux. However we do not vaccinate someone with BCG when they have a positive mantoux as treatment

Waning reaction : A blood test may be performed to determine if there is a TB infection and a chest x Ray is indicated. The false positives associated with BCG vaccination wanes over time.
