Don't you have any: MORE difficult questions?? There is NO one solution, because it is not ONE problem. Firstly, societal efforts at improving the economic lot of people, increasing employment, improved education, less discrimination, better housing etc etc. Secondly, teaching parenting skills to future parents. Thirdly, prevention of early life trauma and recognizing/treating promptly, and MORE/BETTER treatment.
