It is: It is possible. Different skin types and thicknesses on a person's body in different areas.

Unlikely: Usually the allergic response will occur in all skin if firm contact is made. Occasionally there are other ingredients in ointments that some people are intolerant of and an irritation develops in certain areas of the body where the skin is less thick. This is not a true allergic reaction however.
