Could be: Itching has many possible causes, but recurrent symptoms that are typical for a particular season of the year is highly suggestive. Coughing and other nonspecific throat/chest symptoms may also be suggestive of atopic asthma. For this reason, I firmly suggest you request lung function testing for asthma and referral to an Allergist.

See allergist: Many patients with asthma complain of itching at the trachea and the seasonal nature points to an allergic condition. I think you should find out whether you have asthma or not since coughing is a common symptom for asthma especially when it is triggered by exercise or exposure to cold air.
