Yes & yes, but . . .: Yes, arthritis of neck can be due to wear & tear brought about by aging. And it can also be brought about by injuries sustained during aging process. But 28yo seems like a pretty young age to be worried about aging and concomitant issues, unless you're a retired football player or someone else who's sustained repetitive trauma to neck.
