Unlikely: Fungal infections in the lip are possible, but do not generally have the same appearance as ringworm affecting the skin. Aphthous ulcers are common (occur for many different reasons, but usually due to mild irritation/trauma) and can appear white with surrounding ring of redness. This is just one possibility. Examining the lesion is necessary to provide a better informed opinion.
