ER v pulmonologist: please take her back to the ER if she is in distress, having problems breathing.

May need to call 911: A person whose "airway is swollen" and having "difficulties breathing" may need to go by ambulance immediately to the ER, which means calling 911. That's what "swollen airway, difficulty breathing" means to a doctor. However, if a non-doctor is using those words to describe much milder symptoms (impossible to say without seeing the patient), it may be ok to driver her to the doctor or to the ER.
